I work with a guy who has a bachelors in cs whose title is "data scientist." His job is literally to make Microsoft Excel macros. He introduces himself as a "scientist" at parties.

The general requirement for becoming a scientist is an honor's degree in a science related subject. Keep in mind this can vary from situation to situation.
