As recently as 2019, scientists have managed to revert the epigenome of mouse nerve cells into that of a younger mouse. They did this to try and heal an injury they inflicted. The nerve cells showed a regenerative ability like that of a newly born mouse, despite being an adult individual. And the epigenome had become like the epigenome of a young mouse.
What I think might be possible is being able to revert the epigenome of the tissues in the penis to a "young" state where they once again respond to the right hormones with growth. Then you just administer the correct hormones for a bit and growth would be induced.
This method of rejuvenating the epigenome also had an impressive specificity, to the point that the researchers could make it tissue specific and controll the duration of the rejuvenating effect by using oral drugs.
