Fauci said very clearly that AT THAT TIME there was no need to wear masks because AT THAT TIME there was no enough evidence that masks would help them, there were no enough people AT THAT TIME who needed them and that AT THAT TIME the risk of shortages for healthcare workers was serious (bad considering that even people who DID NOT NEED MASKS BECAUSE THEY BARELY LEFT THEIR HOMES OR HAD NO CLOSE CONTACT WITH INFECTED PEOPLE would buy masks anyway)
