There would be an effect pushing everything apart at all scales but gravity (not to mention the other forces) is much stronger at this scale so it's irrelevant. There's an end-of-the-universe scenario where it becomes fast enough be relevant called the Big Rip.

the big rip is not a mainstream theory. the mainstream theory is that the cosmological constant remains CONSTANT and there is a heat death, not an explosive big rip (which arguably leads to a singularity anyway).

and to answer OP’s question, the answer is no. the tiny force of expansion is easily overcome by the atomic/nuclear bonds and they don’t even notice it. it’s analogous to a rubber band sitting on a table (or maybe a sheet of some stretchable material) that slowly stretches. the rubber band might get a tiny bit bigger with a small perturbation but it quickly snaps back to size if the stretch gets too big. furthermore in this analogy the table would be nearly frictionless so it the rubber band slides very easily back to its original size and the rubber band doesn’t even notice it.

Yes but the effect is so minor you cannot even measure it with conventional methods and all the physical forces are enough to make the expansion irrelevant.

Hypothetically though, if the Universe keeps expanding forever then eventually even the physical forces would be overcome. The problem is that by that point all matter in the Universe will have either accreted into singularities so there won't be any matter to fly apart.

Mathematically speaking if the expansion rate of the Universe continues forever than eventually the rate at which atoms and particles accelerate away from one another would be greater than the forces holding them together.
