Could blue asbestos be weaponzied as an area denial weapon that is chemically inert?

Chemically inert substances are not considered prohibited by any weapon conventions thus blue asbestos is just technically really small projectiles.

Blue asbestos is also very heat and pressure resistant thus spreading it with modern military munitions would be easy.

It seems like such technology could provide an advantage of conventional militaries.
