That way you can test and iterate on a super heavy in a way that's not only cheap, but it earns you money. You get paid for testing.
That's really the way to go.
Imagine this, once starship is barely functional they can use it send huge loads of starlinks to space, they don't even have to convince anyone, and the volume of launches that starlink is gonna need just to exist, and by exist i mean giving off enough profits for an apollo program every couple of years, is gonna make starship so so so used, that by the time it launches with people it will be the most tested, established and safe heavy launch vehicle by a very VERY long margin
