Ok bear with me SCI I'm new to this. I imagine it's impossible to see four spatial dimensions since we exist in our reality in a universe with only three spatial dimensions and therefore 3D space. Everything in our universe as far as I know exists in three dimensions, if you cut out a "2D" rectangle from a piece of paper it would still be 3D if you shrunk yourself enough. It still has length, width and height. Atoms, particles, electrons are all 3D. Three dimensional objects are made up of tinier 3D objects. I'm guessing a 4D being(made up of tinier 4d objects) would exist in 4 spatial dimensions and could and would always be seeing in 4D space which would be impossible for a 3D being to see(or impossible to see since it lives in a 3D universe that lacks the additional spatial dimension). Like a theoretical 3D space around the 2D being literally can't exist if the 2D object exists in a 2D universe because that extra spatial dimension wouldn't exist. For a 4D being, 3D would be theoretical for it since there would be no such thing as a true 3d object in 4d space. So for a 4d being I'd imagine looking through a 3d universe would not only be impossible if it wasn't immediately smushed to death but also frustrating since it would be forced to see a single nigh small piece of reality. Like a single layer.
So I guess if you wanted to make a 3D being see in 4D you would have to make a 4D universe with everything small to big extending to a degree in 4D, then you would make that 3D being into a midget 4D being so that it could be capable of extending into 4D space THEN you would give it at least the equivalent of a brain and eyes that a 4d being would have.
