It comes when your mind silences itself, and your prana is cleared of obscuring mental and emotional influences. Prana is another thing you encounter when working on breathing meditation. Its the subtle feeling of energy from your breath. Prana is essentially mana, without which no siddhis are possible.
Forgive me, I thought I was on /x/ for a moment. Forget the prana part, and just imagine what its like to litterally sense your own brain synapses because you have become calm with acute awareness of every mental perturbation of thought and electricity. In that sense, you can feel the fields of energy caused by nerve impulses, which is quite trippy.
