Somebody explain this to me. The clitoris is basically the same tissue as the penis, so why does the penis not respond to excess testosterone with growth?

the male penis grows during puberty and stops after it because of gene expression, i don't think the exact mechanisms behind it are known.
hypothetically it is possible make the penis grow indefinitely using some suppressing or antagonistic substance but it's extremely difficult and complicated. i have seen some stuff that stops height growth plates from closing but i don't think it's approved or well studied yet

Maybe the adult penis can be made to express the genes needed for growth again in a similar way. It'd be as if you reverted the penis to a puberty-like state again. Just add some testosterone and other relevant hormones and, voila, you have high quality penis enlargement.

Maybe if someone took epitalon some kind or mitochrondria lengthening medication and testosterone their penis would grow? Also, I took epitalon at 25, why didn't I go through puberty twice, was it just tap water?

Lot of potential growth for the clit, the penis is already bathed in testosterone thus it already has grown because of it. Micro-penis are just as responsive to growth as clitorises when exposed to testosterone.

there is probably a mechanism that starts and stops penis growth that's not just testosterone. if this mechanism is discovered and its signaling molecules aren't too complex to be made in a lab or the mechanism isn't too tied with other mechanisms (i.e. it doesn't cause significant harm) then you can have penis growth pills or injections that actually work
in this study infants got larger penises from topical test while adults didn't
