The number of planets within 520 lightyears of Earth that are likely to have the conditions required to foster complex life is believed to be quite low. Then there's the issue of how many of those planets actually developed complex life and then developed highly intelligent life and a technological civilization. And of course there's the issue of if such a civilization still exists.
So the odd are quite low that this is something we actually need to worry about.

There could be thousands of habitable planets and other objects. There's ~10 million stars within 500 light years.

Didn't read the paper but I assume it's bullshit. Our own current telescopes can barely detect earth-sized planets by transit, we couldn't see if one of the was orbited by 100 000 ISS's even.
