You basically need to get animal testing to submit a NDA to start Phase I, II, and III trials. mRNA vaccines and viral vector vaccines already have research done into it. mRNA vaccines have never been licensed but there already have been clinical trials in humans with different mRNA vaccines. Viral vectors are also new but they've been used in things like MERS vaccines.
