There are other tools such as weapon, influence, etc, which are used to accumulate and stabilize your power. Power means having control over everything, people and events. Name it. So go for the money, because with that you can do everything.
You made it sound like climbing up the ladder don't pay off big. But assuming that it doesn't pay well if you reach the top of the bureau, go for the job with higher pay but no authority. And if you really like bossing around, go for the ladder as your network will increase and you'll gain more power.
