how would you draw the wheel(green line) relative to front tire stick thing so that it is placed correctly relative to each others?

especially considering status like "the front wheel is rotated by x angle", or "the camera is placed x feet below the subject or x,y,z position.

how can i use geometry or mathemathic so to say to define each objects relative angle, shapes, and directions as correct and as realistic to the supposed image?
