The only people that take it in high school are the ones planning on continuing with math in college or a related field.
This only applies to nice/white areas. The inner city slums probably don't offer it. They probably don't have enough kids to make a class. Isn't even the kid's fault. The environment is so awful even the brightest kids wouldn't be able to learn anything. It's like a prison environment.
If you move outside of the inner cities you can find pockets of nice areas. In those areas the high schools are so good you can graduate from them and already be 2 years into a 4 year college degree. Doesn't even cost that much to live in them.
