Ultimate causal power cannot be assigned to a subset of Reality, because it has external constraints. Reality as a whole does not have any external constraints. Therefore it is only restricted and controlled from the inside. You and I do not have godlike powers. Yet, we make up the entity called Reality which does.
The universal syntactic medium of reality is self-created and has unbounded potential and freedom for self-configuration and evolution. It must express this potential through things like humans, through physical matter and mechanism, and it must obey the laws of its own cognition when generating itself.
