Most progress bars don't measure progress in the way you think they are. A lot of these things are implemented by lazy and stupid Indian programmers. They do something like make a ballpark estimate at how long the operation is expected to take, say 1 minute. The progress bar measures the % progress from start until 1 minute has passed, at which point it will hang at 99% until it actually finishes.
