No it wouldn't. Higher powers of pi aren't necessary to express rotations. Well, okay, they are in terms of Taylor series, but that's still an infinite series, which is much less workable than the polynomials we usually work with.

That's not a problem with base pi. You'd do the same thing in base 10, i.e., $1_{10} = 0.A_{10}$
The problem is that base representations really only concern themselves with integers, and pi is not expressible in an integer polynomial.

It's best to keep the base of a numeral system as an Int, or it falls apart. The representation is still feasible tho, but we should establish a few rules:

1. Can a digit have fractional representation? At base pi, overflow occurs at 3.1415...

2. How will each digit increment with a fractional base?

3. Will there be an identity digit like 1? Identity properties are pretty important.

Not true. The golden ratio can describe integer arithmetic equally as well as an integer base.
$2_\phi = 10.01_\phi, 3_\phi = 100.01_\phi, ...$
Then again, all integers are "coprime" to an irrational number, so all fractions in terms of integers repeat.

No problem. I'm pretty sure it works for the roots of certain polynomials with all positive coefficients but one, and the polynomial evaluated at 1 is less than or equal to 0 (i.e., the negative coefficient "dominates" the sum of the rest of the coefficients).
The minimal polynomial for $\phi,~ x^2 - x - 1$ doesn't have this property, but
$(x - 1)(x^2 - x - 1) = x^3 - 2x^2 + 1$ does, which tells you the expansion for 2.
