Is it possible to have a fully functioing aircraft with propellers house inside a protective shell?

Why would you need an engineer for this? Obviously this is retarded. Encasing the propellors to the degree shown in this image would obviously limit their lift capacity so much that the whole contraption would simply be an energy wasting machine.

Yes, but they'll just spin inside their shell doing nothing. Ask yourself: what would happen if you put a hairdryer in a bag? Would you be able to dry your hairs with it? What would happen if you put a table fan in an enclosed box? Would you be able to cool yourself with it?

Engineer here.
Looks to me like a really flat centrifugal fan. where the inlet is at the center and air is propelled back and downward through the vents at the back.

It's probably not impossible to make a centrifugal fan produce enough force to fly but it just makes much less sense because you're hampering yourself by making all that air take a left turn instead of just going straight and not making the most efficient use of space and weight.

As far as my vague recollection centrifugal fans are really good at high static pressure applications where axial fans are better at moving massive volumes of air.
