I'd agree if the person didn't remember their thesis then she was probably lying.
But I can believe the Oracle Certified developer not being able to do fizzbuzz.
I did a lot of interviewing a few years ago.
People with a bachelors was a toss up. There were really stupid people but also really amazing people.
People with a master were on average a bit better, but I don't remember and really amazing candidates.
However, people with a PhD were consistently the worst at programming. The way I interviewed people is by asking them a question that gets harder and harder. For example, as a simple question, once they solve it, add add or remove a restraint/assumption (ok, now how would you do it if you need to support negative numbers/floats/etc). I had this poor PhD guy, he took the whole interview to code the warm up question. At the end of the interview he asked me how he did. I didn't have the heart to tell him that the real questions haven't started yet.
