It doesn't have to be true. The definitions are a foundation upon which you erect your system that is a tool that *can* be used to describe the truth.

- you have a lunch menu
- lunch menu suggests (->) the place offers burgers
- having a lunch menu in hand does NOT imply you then have, or even can order, a burger.
The menu can be outdated or they just ran out of burgers.
