The reason samples will be limited is because JWST will be in very high demand and the observatory is not very flexible. It is very slow at slewing between targets. It also can't study the brightest host stars because it's detectors will saturate, the instruments were not designed with transit spectroscopy in mind. A large survey will come from ESA's ARIEL, which will be a dedicated survey mission.
