The only way to describe the universe without referring to consciousness is a purely mathematical one. Only the fact that our universe has observers and subjective experience gives it any extra "physicality" and "concreteness", otherwise it exists only in the same sense any arbitrary made up (but consistent and logically possible) mathematical structure "exists".

There is no distinction between the thoughts in your mind and the universe itself. If the universe contains everything then it follows that it also includes the subjective experience of itself in the form of its many conscious instances. Since every instance of consciousness cannot be separated from underlying existence, then to me the question itself does not make sense
