It was always my opinion that the air is either neutral or possesses upwards momentum due to air density, so the flies in the air arent applying any measurable weight to the scale. If the air is significantly colder than the surrounding air and jar, it might apply downwards pressure. With water its trying to move down due to density, which is why stuff floating in it applies downward pressure.

In a realistic scenario, the air pressure exerted by the wings would disperse not exclusively downwards, but spread to the sides as well. So if they were flying the weight would almost certainly never reach 1.5 kg...unless they are either sitting on the bottom or just immediately took off.
