Different people have different aptitudes at different things. Some people who have good social skills are also good at other things, and some people arent. Gating advancement in all fields arbitrarily behind proficiency is one unrelated aptitude therefore reduces the overall pool of available talent.
In reality people who are good at certain things and also charismatic should serve as entertainment, presenters, and general community personalities for the larger group of people who are good at those things but not as social.
