this has been my understanding of the word all my life
up untill now there have been several kinds of vaccines.
Those that use small quantities of the thing
Those that use weakened forms of the thing
Those that use alternate things which are similar
Those that use while dead things
Those that use parts of dead things
Given that it is your own cells that reproduce entire viruses, a cell-grown portion of a virus is not really any different from a cell-grown entire virus that is then made inactive.
This does not seem to be 'not a vaccine' to me. I suppose it depends on your point of view. Is a vaccine a physical thing, a substance which is the 'target practice' itself? Then maybe you could argue, since this is an instruction to produce targets and not the targets themselves, but as there has not been anything like this before i dont see how you could find cause to decide that vaccines are explicitly that kind of thing, and not just the general function of what a vaccine is: 'something that trains your immune system'. Thats what vaccines always were because there was never any need to further define it.
