Even if you don't really notice it, when you are cold, your body is working hard to heat itself up.
The sensation of cold is just another way to achieve that goal -- your body is telling you to seek out warmth. But obviously by not seeking out warmth, your organs will try to pick up the slack.
So long as you feel a bit too cold or warm, I'm guessing you'll experience the same metabolic "repair and defend" response.
That's my guess anyways.
I have poor circulation too, in my extremities. One thing that I know works for that is "self myofascial release", which is essentially just using a foam roller on your muscles.
It hurts a ton, but is really beneficial for feeling warmed up and loose.
