The hulls would be piss cheap, probably a mil each for SS and SH for initial materials and fabrication. Loading them out with cables, computers, batteries, and miscellaneous materials would be another half mil to a mil each in parts and labor.
Crew Starship would be the most expensive SS variant, as the payload bay has to have a pressure hull outfitted, and said pressure hull loaded with life support gear, a rudimentary command space in the event ground control is unavailable, bunk spaces, and creature comforts for the crew, along with anything else I missed.
Cargo Starship would be the cheapest as the bay is mostly empty space.
