While it does make it more difficult, for places like the United States, they’ve been working on a pretty good working missile defense system. And while we don’t know the full resists due to a lot of the best ones being
classified I imagine they could stop them. But honestly in the modern age at least for superpowers like Russia and United States, a full out war just isn’t worth the money so no one will act at least as things stand.
