The way I see it, a gps satellite is just an n-way communicating computer/radio in space, maybe with little rockets for preventing orbital decay. Knowledge of relativity is needed for correct trajectory data but I know the basics of celestial mechanics so if I learned relativity I could do that part with a calculator and paper.
The hard part is building a functioning rocket to get it in orbit in the first place.
