Are PhD programs easier to get into than Masters?

I have a masters and am in the process of publishing into 2-3 paper. Probably going to work for a few years and then apply. Is always had trouble with masters programs because I had a 2.95. Will this still be an issue or have I “proved myself” sufficiently?
