Even if you could, why would you want to go through all that effort and spend all that money?
Why not just attach a receiver to the dog and put a microphone in its mouth?

Here's a thought experiment:
Suppose you had a string with two waves of equal magnitude moving toward the center such that the waves cancel perfectly when they meet.
At the instant when the waves completely cancel each other, the string is perfectly flat.
As we know empirically, the waves re-emerge from the flat region after they are finished interfering.
Why? A string with perfect interfering waves is indistinguishable from a string with no waves at all, yet if you wait, one of the strings would have two waves emerge from the middle, while the other one stays put.

How is it stored and remembered?
Materially speaking, the strings would be identical in that moment, so momentum cannot be a property inherent to the position or material of the thing being acted upon.

This drawing illustrates what I mean.
On the left side, waves are propagating through a string and destructively interfering.
On the left side, there are no waves in the string.
The $t_n$ are the strings at different time steps.
At $t_4$ , both strings are positionally identical, yet the string on the left regains its waves as time goes on, while the string on the right remains stable.
Why are the forces acting on the string not the same at $t_4$ ?
If the forces are the same, how does the wave get reintroduced on subsequent time steps?

Imagine a string of marbles held together by rubber bands. In the moment just before the waves cancel out the marbles just to the right and left of the middle have been accelerated, so in t4 right and left may have the same positions but different velocities.

It's a differential equations stability question. Speed is the first derivative, acceleration is the second one. Because the first derivative may be zero in a specific case, that doesn't mean the system is stable there.
