real life example is the chinese govt. about every 5 years they decide on what new tech to acquire, either by getting chinese involved with research projects or espionage. doesn't mean they know what to do with it. my lab was one such target, and it was kinda freaky to discover they had replicated it in china. however we have never been scooped because they don't understand what our thought process was, they just have the same equipment
