Special relativity is just a special case of genreral relativity (when there is no acceleration/gravity).
If you had two clocks, one at the top of a mountain, and one at sea level, they would be at rest relative to each other. Yet the effects of the miniscule difference in gravity will cause a miniscule discrepancy in time.
They are at rest, yet they have different time rates. How does your doppler """"idea"""" explain this?
