With similar chamber, you can achieve, that at the bottom of water there's a place with air... And you fill under the water the cups with air, there's no pressure problem while feeding it, because you let water out into another chamber, full of air, you just swap it under to another chamber... You can for sure swap chambers in a way, that there's a way to fill bucket with air, and water is not there, and then it goes up.
