There could be an identical civilization to us on the closest exoplanet (proxima b), and we have no way of knowing it. We don't have the technology. Our technology is a joke in universal scale.
The entire Fermi Paradox is based on the lack of observation of anomalies, that would be caused by megastructures like Dyson spheres. This is meme technology. A hyper advanced civilization, would just master fusion. Not use a hilariously inefficient megastructure.
Unless a radio signal is massively amplified, and directed right at us, we wouldn't pick it up. It would be lost in the cosmic microwave background. We can't even eliminate the possibility of life on the moons of our own solar system.
Fermi Paradox is no paradox at all, its the hubris of man.
