Simulating Microsoft Windows is the same as running it, and perfectly simulating your consciousness through programming is equivalent to your consciousness.
I'm just confused about your definition of "NPC"? Do you mean that your mind is simulated perfectly, but NPCs are just approximate simulations of minds?
