The picture you posted is literally just an image with text superimposed over it (the image macro format which used to be much more popular some years back) and that takes even less effort to make than 'jak-edits do.
The reason most memes are popular are partially because they take so little effort in the first place (as you pointed out) but it's silly to take issue with this fact since they are just memes, not serious art.
It's not as if people should be expected to create high-effort art to help express every stupid joke that comes to their mind, for even if they had the necessary skills to, the expenditure of such effort to that end would reasonably be deemed wasteful in 99% of the instances they would occur in.
Its only natural that most, then, that memes take little effort to make but this doesn't have a correlation with their value, just their use (which is a quick and often stupid joke).
The only reasonable decision for a person like you who doesn't like memes because they are "low-effort" is to avoid imageboards and social media so you don't have to look at silly image macros, funny animals, and poorly drawn caricatures anymore, yet for some reason you are still here, why?
