But the real problem is that the idea to weaponize an atomic reaction, or even the fact that sufficient fissionable material can CAUSE a runaway atomic reaction, would be utterly unknown to anyone. The idea to build a car can't occur in someone has no idea how an internal combustion engine works. The idea of building an atomic weapon cannot occur in someone without at least a vague sense of quantum mechanics and relativity.
Also just as a side note; the most challenging technical aspects of building the atomic bomb were refining plutonium and uranium to weapons grade quality, which required (at the time) the largest buildings and nuclear reactors on Earth to be built. Secondly the initial blast shock wave has to be generated simultaneously, the detonations that set off the explosive shell must occur at exactly the same time (to like the nano second) and this proved to be extremely difficult in the early atomic bomb prototypes. You can get around this with a gun type weapons but those are poor as air dropped weapons.
tl;dr, the chance is above 0% but incredibly unlikely because the requisite knowledge wouldn't be available and the resources to make enough enriched fissionable material would not be available.
