The thing is that this is only half the issue, the other half is the high cost of living in those nations, which makes some jobs uneconomical to do.
This is what I would do.
1) Jobs must have a fixed part of the total work time dedicated to professional training and skill development, this will reduce friction in changing jobs and will keep the workforce updated.
2) Put an hard cap on worktime and increase taxation for the higher income brackets, the velocity of money is higher when you are less rich anyway, you have trickle up economics, not trickle down
3) Stop housing speculation, mandate house demolition every 70 years, forbid the sale of an house at an ever increasing price, housing is a depreciating asset anyway.
4) Remove banking secrecy, everybody must know what everybody else has in cash and declares in taxes
5) Deregulate all illegal substances, this crashes the parallel and illegal cartels.
6) Create a system of social security which reduces the perception of risk in case of becoming unemplyed, this will ease job transitioning.
7) Create permanent centers for professional training, the cost of training will be deducted from the worker's salary when he finds a job.
