It works well outside of planetary magnetospheres (read: not orbiting Earth, Jupiter, Saturn, or Uranus) and it expands as you get farther from the sun so thrust is constant all the way to the heliopause. Neptune is a special case because it's far enough away from the sun and has a powerful enough magnetic field that you can use it to capture into orbit. There are also some discussions of using it to aerobrake for arrival at Mars or Earth.
It's directionally limited because outside a planetary magnetosphere it will always orient itself away from the sun and accelerate away from the sun.
