Depends on the weight and volume of the balloon. If the weight of the balloon is less than the density of the fluid it is in (air) times the volume (total weight of fluid displaced by the balloon) then yes, it will float.

The problem is the difference in pressure from the outside to the inside. The balloon has to be able to hold up that pressure difference, which lightweight materials tend to not be able to do
