It seems like it's not just "blame men," but to deter men from thinking they don't have to worry about a biological clock and can still have healthy offspring into their 40s or 50s, provided they can get a younger woman.

It's just propaganda. Without even reading what they have done is probably something like counting only genetic mutations where it does make sense that old men would have more seeing as all the eggs a woman will ever have are created early while sperm is continuously produced and at much faster rates and has easier time accumulating minor mutations. They might even throw in some unfair comparison such as mens numbers growing from 1 to 2 vs females going from 50 to 80 means it's worse for men or comparing 40 year old men reproducing with a 25 year old with a 25 year old woman with a younger man for instance.
In the real world of course old men are much more capable of producing actually functional humans while old women have significant risks of various birth defects and development problems.
