What sort of impact would there be if tomorrow all government funded studies left the pay wall and entered the public domain, and all scientific papers entered the public domain after 20 years of age from being published?

I find it ridiculous that cancer treatments and medical equipment enters the public domain after 20 years from being patented, but copyrighted content basically lasts forever.
