There have been several low grade attempts at paying off those who are a burden on society to not breed. These were to be completely voluntary programs where a qualified individual is paid to be snipped. No one was being put to death. No one was being prohibited from engaging in sexual activity. No one was being locked up. They were simply going to be compensated for voluntarily giving up their ability to have offspring. But the people in tiny hats each time came out screaming about Hitler so the whole thing gets cancelled every time it is suggested in western countries.
There have been a few governments in Asian countries who have conducted similar experiments, mostly by giving tvs, radios, and other entertainment devices in exchange for vasectomies. I haven't looked into their success rates so I can't say if they were effective or not. Pretty sure they were all open to everyone instead of just "undesirables".
