Bros, would it be possible to draw an electric arc starting at sea level and ending at approximately 100 km altitude? Assuming that we gradually stretch the arc vertically.

Yes but you would need to also increase the volt by a massive margin. And there should be no other easier route that the electricity can take like the grounding and stuff.
And you also have to account the fact that the air is among the best insulator there is

Air maybe a bad conductor but can still conduct if you broke the resistance. But thinner atmosphere also means less conductivity.

In practice no because 100km would put you in orbit
