Let's say light has to travel from point A to point B somewhere in our Universe. Light has a certain speed which is, by definition, the highest speed in the Universe. If it was static, light need a certain amount of time to reach point B from point A. But since our Universe is expanding, light would attain said object faster , which means that light would travel at a higher speed than the speed of light. Which is impossible.

Let's say an ant normally walks at 1 inch per second. If he's walking along a rubber band, but someone is stretching it. isn't he moving slightly faster than 1"/sec?

by every experiment and by every measure, the ant will still be seen to be moving at ANTSPEED in the rubber band universe. Remember that you can't move outside the rubber band universe as that is all there is, so you only have the rubber band reference frame.

The space between point A and B is expanding. That is what people mean when they say "the universe is expanding". Since the space in between the points is expanding it takes the light longer to reach point B.
