Mars because we can build infrastructure on the surface and have less gravity
Put a magnetoshield at L1, bring in a bunch of nitrogen to bulk out the atmosphere and use lichen and increasingly higher plants to change the composition of the atmosphere to earth-like, then introduce animals and fungus to round out the ecosystem
The main problems would be partial pressure of CO2, building a mangetostation that can keep its position and making sure the ecosystem in balance while not starting an ice age

if we crash them, then we may accelerate the process a lot and increase the pressure on mars by heating its surface through the collision, maybe trigger a hot duststorm that will melt the ice on the planet and thus making it more viable for colonization than ever before...the iron cores may be used to build a base in the crater, those craters will be the deepest point of mars.
the same with making the moons space stations, carving the moons and then leaving them as emergency supply stations or even hubs for internet, since they have a iron core...they may work as a skeleton for the future magnetoshield.

I doubt we have what it takes to make an actually viable o'neill cylinder right now.
the only viable candidate to test out is phobos(Mars I) since its really small, close to mars, have an iron core and enough material to build a prototyoe cylinder, but...phobos is too important and valuable for just that, it could be used in so many different ways that the people with money will not open their wallets on it.
they rather have a space station than a o'neill cylinder for some reason, hell they may even mine the moon core for the metal in it and use it to build a base in mars.

Or a bussard ramscoop that collects the solar wind, slows it down to condense into hydrogen and beams it to Venus so it reacts with CO2 to make water and graphite, then ship most of the nitrogen to Mars

I doubt we'll have an answer any time soon.
if you put first dry ice and then cover it with lava, the co2 will blow bubbles on the magma and make obsidian bubbles or stone bubbles.
2 moons of each material on course collision? who knows

but still we'll have to decide which way to go with mars moons.
only phobos has the proper conditions to create a o'neill cylinder or a space station.
the only thing closest to us that have everything we need to build it.

this is still somewhat speculative. It's probably there, but we still don't have a good idea of how much. We know very little about cold trap environments in our solar system.

That won't be a problem because there's no such thing, ecosystems are constantly in flux and mutating. With no discernable "balance" between for example predator and prey numbers of any given species over time, same for flowers and plants and grazers or even pollinators.
