first of all, because tower heights are so low, turbulence plays a huge role and you cant place them near buildings and trees etc and expect them to be efficient. anyone who puts them in their yards is an idiot and people who put them on their roofs are in for a nice surprise
secondly, because of the costs the turbine needs to be in a place with at least 7m/s average annual wind speed to have a reasonable roi (below 10 years), and this is actually a fuckton of wind, people don't like to live in these places
so that severely limits the market, meaning low order quantities for components and larger prices for turbines, making them non-profitable for most of the cases
the only market activity is in countries that have government subsidies like usa, japan, greece etc and these can get cancelled overnight because politics
also, chinese manufacturers that sell cheaply and ghost you when their shitty turbine breaks down don't help either
