What if we put an airtraffic controller into the Chinese room?

Instead of translating the messages the airtraffic controller simply priority matches the input messages to the next available priority state and potential match list in order to simply direct messages to receivers that can utilise it for their advertised circumstances most effectively?

Given that the Chinese room is what has the authority for those that subscribe to it I feel like this configuration is worth exploring.
