In late 18th century (Alessandro Volta's times):
They soaked the wires in Oil/Wax/Resin.
In particular: linseed oil or beeswax.

In late 19th century Thomas Edison coated his wires with asphalt mixed with linseed oil, beeswax, and paraffin wax (Asphalt and paraffin comes from petroleum)

The wax probably slowly melted away so it had to be coated again repeated times.

But that primitive coating eventually evolved to the modern plastic cable insulator we have nowadays.

Ceramic insulators that don't melt were invented in 19th century and used alongside.

Ceramic coating /insulators are still used in modern days... in the wire contacts (pic related) and electronic devices.

Ceramics are rigid so not flexible as Plastic or Wax tho.
